Can't run smartmoto after installed

Please! help me, i installed smartmoto 3.16 but i did not remove the old version and now i can't open the program. I did try to remove the old version out but i could not be done. It read missing " smartmoto msi "

Do you have administrative rights on your PC? What was the version of the old SmartMoto?

Yes, i have. I was using version 3.14 and never have this problem before.
